We are always looking at new artists, but there is no application process. To be an artist on The Sims Resource all you have to do is submit Custom Content. Once you are selected to become a Select Artist or Featured Artist you will be invited via private message on The Sims Resource forums. So if you are a new artist on The Sims Resource make sure you have your forum account set up!
